I've got a long WU in progress, and am looking at replacing my video card today (550TI -> 650TI). Is there a risk of losing the WU if I swap them before completion, or should I let it finish (around 2300 UTC)?

Yes, there is a risk it will fail. I suggest you let it finish.
I would also suggest a clean install of the driver.
There probably won't be a massive difference in performance between the two cards.
